My judgement says (I think) that the existing fora (regardless of
private/public/discussion status) are all external forces, because they
exist independantly of B Nomic. Any alleged new fora could not be external
forces (although by 4E2 they would still be game objects) because they do
not fulfill the second condition which defines existing independently of the
game, that it "would still exist if the game had never started existing."
