If my revised RP is adopted, any proposals submitted during the Pause
would become Open one nday after the Pause ends.  Rule 0 only suspends
pending events that occur relative to game time (which are postponed)
or to absolute time (which don't occur).  It doesn't claim to
supersede Rule 2-2's statement that Players may submit proposals "at
any time".
