Pending proposals are marked historical, then pending proposals are
re-submitted? I am confused... plus if it is done in the order you
mention, there is no pending proposals to be re-submitted, since they
have all been made historical.

Kudos on the idea of re-submitting to a fictious player in order not to
give points were those proposal to pass (I doubt they would in the
current state). Now I take it this is mostly about giving us a nweek to
propose amendements to those rules in order to fix the loophole?
This would work as a short term fix, deeper structrual changes such as
the ones suggested by BobTHJ could then be submitted as proposals.
however adressing the monoploy vs. prohibition situation might be
needed, as I doubt everyone will be fair-play enough not to abuse the
"I can do it since it is not prohibited" trick in the nWeek needed for
us to address the problem.
