You mean, "r10 doesn't say I have to follow r10, so I don't have
to follow r10, but I do have to follow the other rules"? This
*is* following r10.

Some non-game entity on the street is under no obligation to
follow r10. What makes game entities game entities is that they
follow the rules of the game.
