That is an awkward sentence IMO. perhaps use "The following actions are
legal to perform unless explicitly prohibited by another rule." ? Or

Yep, getting on it as I have time. Most of the consultations (up to 52 iirc)
are in fact updated as of last night on their respective pages, but I just
haven't added links to them yet on the main Justice display. Coming soon.
