But seriously, a few comments:

Why make all pending proposals historical only to resubmit them
automatically again, ending up with 2 copies of each? Seems redundant, could
instead just have them stay pending. And, overall, I prefer the idea of just
making htem all historical and having whomever wants to resubmit resubmit
manually. Many of the proposals will be made irrelevant by the refresh
anyway.

Should something about ZOTTING consultations be included too? Many of them
will be made irrelevant by this revision, and in many cases they have been
answered but not pondered, and it is therefore too late for me to ZOT them.

Be more specific about transforming devices into the money paid for them.
Who gets the money?

Aside from that, sounds good!
