The Rules explicitly grant the Oracle power to select priests and to
zot consultations so there is no need to introduce this for this
reasoning. And I'm still a believer that ministers should be
administrative and shouldn't have any "powers" unless they are really
needed (selecting priests and zotting is a good case where powers are
needed)
