Well, if an Agoran CFJ ruled that a Player couldn't initiate actions within B Nomic, than Rule 5-1's recognition of the Agreement's right to govern how actions happen would mean that e couldn't initiate actions, regardless of what our Consultation said. And obviously if our Consultation ruled that e couldn't initiate actions here then Agora's ruling would be irrelevant as well.
