Well, I think that something that generically covered taking actions in
other nomics would qualify. I don't think it has to mention B
specifically. If it just covers how its own governing actions will happen,
then it's an Agreement recognized by B Nomic, but it doesn't have any way
of performing the Game Action to join as a Faction.

Hmm. A CFJ there, or a Consultation here? Or both? And what if they give
different answers?
