Just loitering, but what happens if there are fewer than 4 players / PEPs?
Also this could be quiet interesting in the style of (a nomic I forget the
name of) that multiplies each turn - kinda  creating a parallel nomic.

I'm also quite interested in the lack of time line thing that's been hinted
at - although that could be a little harder to keep track of.
