What would people think of this?  This assumes that the Less is More prop 
passes, because sections make things easier.

Create a new subsection B.2. of rule 405 titled __Precipitation__ with the 
following -0- delimited text:

Precipitation has a Type.  Whenever the weather is updated, the 
Administrator rolls 1d10.

B.2.1. None

If a 1 is rolled, the Type is None.  Nothing special occurs.

B.2.2. Rain

If a 2 is rolled, the Type is Rain.  15 random squares become Wet, and the 
temperature decreases by 5 degrees.

B.2.3. Snow

If a 3 is rolled, the Type is Snow.  The temperature is set to -5 degrees, 
and 5 random squares become Wet.

B.2.3. Hail

If a 4 is rolled, the Type is Hail.  All Gnomes on the Grid which are not in 
a player's possession lose 1hp.

B.2.4. Freezing Rain

If a 5 is rolled, the Type is Freezing Rain.  The temperature decreases by 
10 degrees, and 15 random squares become Wet.

B.2.5. Toads

If a 6 is rolled, the Type is Toads.  A random player becomes a Toad until 
the Weather is updated again.  If the Type is Toads for two consecutive 
updates of the Weather, the same player remains a Toad rather than a random 
player being chosen.

B.2.6. Gnomes

If a 7 is rolled, the Type is Gnomes.  5 Gnomes of random types are placed 
at random locations on the Grid.

B.2.7. Cats And Dogs

If an 8 is rolled, the Type is Cats and Dogs.  All moves which are made do 
not take place until the Type is no longer Cats and Dogs.  This subsection 
take precedence over rules 301 [[The Grid]] and 394 [[Football]].

B.2.8. Sulfur

If a 9 is rolled, the Type is Sulfur.  10 random squares become of type Fire 
until the next time the precipitation Type is Rain, Snow, or Freezing Rain.

B.2.9. Men

If a 10 is rolled, the Type is Men [[It's raining Men...]].  All player's 
Genders are considered to be Male until the precipitation Type is no longer 
Men.
