I am at fault here for jumping the gun.  I will not change my land orders a
second time, but if Austria decides not to supply them, or is financially
unable, I will forage.  I propose that in the future after the political
orders are in and everyone knows who has successfully combined movement that
a statement is made by those combining movement as to the order they will
move in.  In absence of such statement the allies will move in the order
they appear in 7.1 (in December's example Austria would move prior to
Prussia, unless the Coalition issued a statement declaring otherwise).

Yes, I am proposing to Prussia a major change, which would involve
combat with France.  I can't help it if you chose to go ahead out of
turn, but it is still the combined Coalition phase, which since I
haven't done any of it, it can't be over.
