Otherwise, there would never be a situation when you would get control of both districts during the conquest step. But there are rules in place about getting +1 PP _per district_ for conquering minor countries, etc. So clearly the rulemakers intended that you could conquer both districts by occupying the primary capital. I spoke to Kyle last night, and at that time he agreed with me. Why have you changed your position ? -JJY
