I took this rule to mean that if the secondary district was already
controlled by a power _different_ from the power controlling the primary
district (that is, if the primary and secondary districts are not under the
same government at the time), then the secondary district does not change
hands when the primary is conquered.

Otherwise, there would never be a situation when you would get control of
both districts during the conquest step.  But there are rules in place about
getting +1 PP _per district_ for conquering minor countries, etc.  So
clearly the rulemakers intended that you could conquer both districts by
occupying the primary capital.

I spoke to Kyle last night, and at that time he agreed with me.  Why have
you changed your position ?

The way things are written it looks like you only take the secondary districts with the primary when the minor nation is neutral. It should also be noted that if you control the primary province and a secondary goes neutral, you immediately get control of the secondary.
