I still think it will still slow down the game incredibly, but if that's the way everyone wants to do it, it's fine with me. For example: I decide to join the war. I have to *not* send in my orders. I have to send a message to all the allies saying that I want combined movement. I have to wait for all of them to change their orders, and then to reply back that they have changed their orders. Then I can send in my orders.
