I'm glad we were able to find a solution that satisfies everyone. Joel will adjust the escrow to allow for revisions, and the Combined Movement step of the Political Phase will be sent out along with the rest of the (second) Political Phase escrow. BTW, I'm not as pessimistic as Everett is about this slowing the game down. I think the sort of big decision that Austria made this month will be relatively rare.
