False equivalence.  A message sent to a Public Forum does not
necessarily perform any Game Actions.  (If it did, because it "changes
the state of the game" - i.e. whether the EF is reasonably accessible
to me - then you're using my sense of "reasonably accessible", under
which the alleged EF fell afoul of 5E0 in the first place.)
