For things like this where it's very important that it gets done, Agora normally adopts rules saying that the change CAN be done no matter what the circumstances, but is illegal unless it should have been done. For instance, in Agora, the Grand Poobah CAN change everyone's voting power at will, but SHALL only do it according to the voting power change instructions in the rules (or will get into serious trouble).
