It seems to have been turned back on legally after that, since Hose was 
Chairman at the time. That was nweek 135.

nweek 136: Hose was Chairman, submitted a ballot and turned the clock 
back on 30 seconds later.

nweek 137: Hose was Chairman, submitted a ballot and unless the archives 
are missing the email, never turned the clock back on. MetaMin BobTHJ 
turned it back on that nweek, which he is obligated but not able to do. 
Really he shouldn't even be obligated to do so, since 4E53 says rules 
can create obligations for Ministers to do things within their power, 
but this doesn't seem to be within his power.

That's probably where things went wrong.
