[s-d] Rule Numbers

I plan to submit the following proposals. I can't find in the Rules
where rule numbers are defined, or even where the phrase "Rule
numbers" appears, so I want feedback on what would be broken.
I'm mainly doing this to make the list of rules pretty. I don't like
seeing "Rule 1" followed by "Rule 10".

Update rule numbers

Conflicts: Name the Rules
This proposal takes effect immediately after the last Proposal on the
same ballot as this rule.

At the end of every nWeek, all rule numbers are updated to be three
digits long, with no change to the value of the number.
[[so rule 1 will become rule 001, rule 10 will be rule 010,
etc.]][[This is so that the Wiki can put them in the right order on
the Category page.]]

Remove the phrase "and a number" from Rule 36, in the following places:
* At the end of the first sentence.
* At the end of the second sentence.
Remove the first bullet point within rule 36.

All rule numbers are removed, and rules are referenced by their names.
If a rule is unnamed, or has the same name as another rule, it shall
be renamed "Old-" followed by the old rule number. [[At the moment, no
rule is affected by this. But one could be.]]
