Interestingly, the paradox that arose from this rule about a year ago
(due to opposite judgements, each implying that the judge who delivered
it was invalid) was also due to "Registrar" not being defined.  (For a
while, it was rolled into some other office, but the relevant proposal
missed updating this reference.  Later, it was unrolled once again.)
