This would run into a Rule 999 problem.  Granted, it would take a
while.  (Agora created around 500 new rules during its first five
years, and around 500 more during its next ten.  Rule numbers also
inflated by around 800 during the early years due to renumbering
rules whenever they were amended, similar to Suber's Rule 108.)
