Rule 1-10 also includes the following:

       Text to the effect that "any player may do X" should be
       interpreted to mean that X is a Game Action; ...

which adds the following to the list of Game Actions:

   (1-4) Forfeiting, changing name
   (1-5) Ejecting a player who recently joined
   (2-2) Submitting proposals, revising proposals
