I believe Murphy's contention that changing the rules is not a Game Action is supported by the letter of the Rules. I retract my suggested Theoretical Framework as illegal, and suggest that the Ministry of Law interpret the current gamestate as being what it would be if changing the rules as a Game Action was impossible.
