I believe Murphy's contention that changing the rules is not a Game
Action is supported by the letter of the Rules.

I retract my suggested Theoretical Framework as illegal, and suggest
that the Ministry of Law interpret the current gamestate as being what
it would be if changing the rules as a Game Action was impossible.

I've pretty much lost track of Panic Buttons at this point but it's my
belief that there exist 5 On Panic Buttons at the moment at that the
Pause is 2.
