I don't think that's what Hose meant. By "Spamming claims against all  
actions by calling them invalid may
deadlock the game" he meant that if we insist on calling a  
Consultation for every game action, the game will never be able to  
move forwards because we'll be too busy trying to sort all the  
consultations.
