I meant you could invalidate every action and be unable to stop it. I
say all the above Consultations answer yes. It is permissible. But it
only takes one Player to say, "Invalid!" and it is so. Immediately
upon that claim, it didn't' happen--valid or not. The only recourse is
to submit a malformed Consultation and you can always "Invalid!" the
ZOT. Also, pressing panic buttons was not a Game Action, but the new
rules does make it a Game Action.
