Why wouldn't the court allow Hose's dog to submit a Consultation? Because that dog is incapable of doing so, and any Consultation filed by said canine would clearly be filed on his behalf by someone else. Were that dog a human capable of logical reasoning and of formulating a Consultation, courts in many nations would think quite differently.
