I hadn't seen the Rules updates before. I think that the rule number
assignments need to happen to a public forum, since technically
assigning the number and section to a rule is a game action by the
Administrator.

There's the new proposals, and the points, Active, and Present update
in the Players page (and everybody should be at 50 Mackerels, since
that's the default value for that). That's probably it.
