It's not that complicated. I just wrote a 71-line parser in PHP that can
parse the following into two proposals, and list the dependencies/conflicts:

> }}

> Proposal: fds

> Depends: moo, cow, "foo"
> Conflicts: nothnig
> Depends: k
> }}
