We started working toward that in the Second Era, when Rules, Rooms,
and Tools all just had activated abilities you could play, triggered
abilities that made things happen at certain times, and static
abilities that did random other stuff. My hope was eventually to have
everything in the game like that, where all Game Actions were replaced
by Activated Abilities, but never quite got that far.
