Well, that's basically what I've been working for these past few
nweeks. Rule 1-2 is designed to let us give abilities to objects to do
what we want. So, as long as the owner of a proposal also holds the
proposal (which isn't obviously clear right now, but seems
reasonable), then the player who submitted a proposal could play
activated abilities on the proposal.
