Hmm. I was going to prop something like this, but I like your version
better. A few minor complaints:
The last sentence is unnecessary: rule 9-10 says
"When a body of text describes a property of an object or an activated
ability, the following conventions apply unless stated otherwise:"
and then lists a bunch of conventions including the one you state here.

I think you should only be able to claim one per period, because that way
if there are a few that work really well together one person can't just
grab them all and become invincible. Either that, or it should be harder
to get the one you want.

Also, before the Grammar Nazi gets to you, you might want to change "All
Superpowers have a cost" to either "Each Superpower has a cost", or "All
Superpowers have costs".
