Two points:
1) This doesn't need to be tweaked, because it never happened. Peter
forgot to account for Triller's votes, and Triller voted FOR that prop.

2) If it had happened, you'd be much better off, because Necromancer would
be a vastly more powerful class. All you'd need is a priest to Heal your
soul out of your Bureaucracy Talisman, and suddenly you could run around
claiming anybody who died and controlling eir votes.
