So an Applicant is someone who has expressed desire to be an Emeritus member. If one didn't desire it, and didn't say e desired it, e wouldn't be an Applicant. So if there's a vacant Emeritus member position, it's filled from among those who have expressed desire to be an Emeritus member. Sounds pretty durn willing to me.
