Proposals are owned by their proposers, right? And don't the rules say you can't mess with my stuff without my permission?

No, they aren't.  They are just proposed by their proposers.


R19: Proposals may only be revised by their original author.

That means you can't change a proposal by, say, rescinding it, unless you're its original author.

Ownership would make more sense, though... and it would allow people to buy and sell proposals...
