Not an issue if we're shelving til next nweek anyway. 
It's just that the way 1407 is currently worded any
grid improvements would get nuked in the case of a
win.  If that actually goes through, people might not
be inclined (as you, I think, suggested earlier) to
invest in something that can be vaporized by someone
drinking enough tequila or tea.
