That internal rules are differentiated from game rules suggests the use of the word "rule" in the default case is subject to interpretation. Since the default case is at the game rule level, and defers to all other rules in its own context, while sub B of the society rule says internal rules defer to game rules, that would suggest internal rules defer to the default case and everything it defers to.
