One other small thing, Jim, is that the loser of a siege battle does not
lose a PP; the victor gains one and that's it.  Other than that and the +2
PP for Sweden thing, your list looks complete to me.  So France ends up with
a net gain of 1 PP, ending in the lowest "10" box.
