[eia] hiatus

I'm getting married this afternoon, and then I'll be gone for 10 days. 
Sorry I didn't warn you guys in advance, but the game hasn't been foremost 
in my mind for the past few days... I'll respond to the political phase 
escrow, but then I need to be going on some errands. My reinforcement phase 
is something I haven't nailed down just yet, so I think it will have to 
wait, unfortunately.
