I show France in the highest "9" box at the end of March, and so ending up
in the highest "8" box after adjustment.

Sweden's expenses should be 3, not 2 (1 fleet in port, 2 corps).  Also,
Sweden's income should include Finland, so altogether that's $22/12 mp.

I count up France's conquered minors (Baden, Berg, Corsica, Flanders,
Hanover, Hesse, Kleves, Lombardy, Palatinate, Piedmont, Switzerland,
Tuscany, Wurttemburg) as providing $56/23 mp.  Should any of these minors
not yet be on France's list, or have been made into free states ?
