I forgot something else.  Jim's list does not include the naval battle in
the Le Havre blockade box, which is -1 PP more.  So I'm fairly certain
France ends up in the higher "9" box, right where it started.  Before drift,
of course.

I am working on a (hopefully) comprehnsive list of the political actions in
the game for everyone to check.  It should be done sometime today.

BTW, Spain's economic phase is up, unless I missed it.
