"Final" is always used in the rules about calculating morale, but never when
determining the morale component for the combat table. Anyway, that's the only
way I can make sense of it. Otherwise adverse terrain raises the morale of
troops, when it should make them more brittle. "Woo! Fighting in the desert!"
