7.5.2.7.3.3 Desert Modifiers: In desert areas the morale level is increased by " + 1 " for both sides (eg., combat table " 2-2" becomes "2-3").

This example does make it clear which morale level they are referring to for the terrain modifiers. However, the overall wording is vague as the morale calculation examples call the morale of your army the morale level as well.
