Rule 7.3.7.1 seems to say both 1.)  that the attacker gets to know whether
the defender is in the city or not before foraging, and 2.)  that if any
corps in the area will besiege the city, all must.
#2 implies to me that either all attacking corps must be eligible to
besiege, or you can't besiege at all.
