I thought that we had decided that the  *rules* stated that the opposite
was true, that the defender had to choose to be in the city or not as
soon as you entered, and THEN you choose to siege or not, THEN you
forage.

However, ther had been a proposal by Kyle and Mike that for the sake of
consistency with our house rules to speed up e-mails that we do it the
other way.   But I'm sure that we had reached a consensus on that
(evidently we haven't).

(This was all brought up during Joel's phase this turn)
