When a Proposal Passes, for each Final Vote on the proposal that was FOR it, the proposal's owner gains 2A.

When a Proposal Passes, for each Final Vote on the proposal that was MAYBE it, the proposal's owner gains 1A.

Why "MAYBE it" instead of just "MAYBE"?
