Well, I am not particularly satisfied with that consequence either, but
in my mind, the cure we came up with is worse than the disease. Apparently
the game designers had no problem with that consequence, otherwise they
would have addressed it.
My position is that what we have now is worse than the rules as they are
written, so it follows that we should return (at least temporarily) to the
rules as they are written. Now, if someone wants to propose an alternative
House Rule that would work better, I'll be all ears. But until then, I
think we should shoot down the old House Rule.

I don't see any impediment in the rules to tracing supply anywhere you want
to, enemy territory or not. As long as you have a chain of depots and an
unblocked path, you can trace supply regardless of whether you're in enemy
territory, friendly territory, or neutral territory. Nor do I see any
impediment in the rules to putting down new depots. If you've got corps in
a particular area, you can put down a depot. Period.
So as the rules are written, I don't see that you can use the ability to
trace supply as a way to reach your desired goal. But perhaps you could
come up with a new House Rule that uses the tracing of supply as a mechanism
to accomplish your goal. If you can think of one, let's hear it.
