Proto-proposal: Ministries

Retitle Rule 2-1 __The Administrator__ to __Ministries__ and amend it to read:

A Ministry (syn. Minister) is a position defined as such by the rules.

The Prime Minister (syn. Administrator) is a Ministry, tasked with tracking the portion of the current state of the game not assigned to any other Ministry.

For each Ministry, exactly one of the players is defined as the holder of that Ministry. If a Minister stops being a player or there is otherwise no holder of that Ministry, the Prime Minister becomes the holder of that Ministry; or if that Ministry is Prime Minister, then the Player who has continuously been a Player longest becomes the Prime Minister.

Amend Rule 2-2 __Dissemination of Knowledge__ to read:

The Ministers are collectively responsible for ensuring that Outsiders understand the current state of the game. They are expected to do this by periodically posting messages describing the state of the game to a public forum and/or by using other tools such as web pages to ensure that all Outsiders have access to the current state of the game.

Retitle Rule 2-3 __This is a Dictatorship__ to __This is a Parliamentary System__ and amend it to read:

Each Minister is the absolute authority used to interpret the portion of the current state of the game assigned to them. Any ambiguities or uncertainty regarding that portion of the game will be determined by them as they deem fit, and such interpretation is how the game is to be played. In case of overlapping assignment, the relevant Ministers have joint authority, and the Prime Minister has authority to resolve disputes.

Add a new Rule to Section 1:

Add a new Rule to Section 2:

Add a new Rule to Section 4:

The Minister of Commons is a Ministry, tasked with tracking Submitted Proposals.

The Minister of Lords is a Ministry, tasked with tracking Open Proposals, Proposals that most recently became Passed or Failed, and Votes on such Proposals.

If Proposal 1-15 __Let's Keep Score__ is Passed, then add a new Rule to the Section that it created:
