So, I have some time today and have been able to determine that there was no bug at all in the emergency procedure prior to relevant changes in the precedence rule, because for the same reason comex suggested might have allowed the clock to tick up, the procedure proceeded apace. The old URL I was investigating early rules through ends in fall of 2005, and emergencies are still intact at that time. I've found other versions picking up in early 2007, in the Second Era of B Nomic; at that time, the emergency procedure is thoroughly borked by the fact that there is no rule *at all* assigning precedence in case of rules conflicts. Non-woobleverse B, therefore, did not end at any point during the First Era (and I can thus legitimately lay claim to having been a player of B Nomic), though I have yet to investigate when in the Second Era it died and whether its death is in any way recoverable. Woobleverse B may have weird differences in the rules resulting from earlier Refresh Proposals, however. If none is phrased to maybe attempt anything, then Wooble's attempt to resurrect the game happened to Second-Era B, which may or may not work as intended.
