Erm, by "does not" I mean "makes some positive comment toward," and I see those aren't the same. My bad. Evidence is Rule 22. It does need to be two because Rule 8 implies all rules start at +1.

About ehird: Yeah, I forgot about that.
I did miss something: somehow, Rule 19 about comment text switched signs from -2 to 2. So Rule 19 is invalid, and I will delete it.

of rules.  Players cannot alter the text of rules.
