Any External Force can do that. Also, I think this whole deregistration scam (had it even possibly worked) would be one of those things that fall outside the scope of Consultations, because: scenario A: it worked, MoQ is vacant, comex is the only Active Player. He takes the MoQ, finds there are no Ordained Players (even if we stirred up an impartial inactive to go Ordained or even seize the MoQ, comex could kick em out too, for breathing), and therefore assigns the consultations to himself. Guess what his answer would be. scenario B: it didn't work, Warrigal is MoQ. He assigns the Consultations to Priest X, who is logically incapable of answering anything that would amount to saying that the scam worked. He is only Priest insofar as it did not work...
